Government Affairs Update: Trump Administration Proposed Budget

The Trump Administration unveiled its proposed FY 2018 budget yesterday. Like the Obama Administration budgets for the last several years, the document is more of a messaging document signaling themes and Administration priorities and much of it is unlikely to be enacted. However, there are several areas worth noting, such as:

  • EPA would see the most significant reduction of any agency or department with a proposed 31 percent cut in funding and would lose over 3,000 employees. Programs that are specifically targeted in the proposal include those related to climate change, as well as those related to enforcement, science and environmental grants. The proposal would also defund the Clean Power Plan.
  • DOE's funding would be 5.6 percent below current levels, to $28 billion. Programs that are on the block for elimination include the Advanced Research Projects Agency-Energy (ARPA-E). The proposal also calls for cuts at the Office of Energy Efficiency and Renewable Energy.
  • USDA would see a cut of 20.7 percent. Details are fairly sparse with this document and so there is currently no mention of biomass energy programs that may be cut. On the positive side, the budget fully funds wildland fire preparedness and suppression activities on federal forests at $2.4 billion, 100 percent of the 10-year average for suppression operations, to ensure the resources necessary to protect life and property.

We will keep you apprised as more details emerge.

Live in Michigan? Apply for a Rebate When Purchasing a New Woodstove

The American Lung Association in Michigan is fighting for cleaner air and better health by coordinating financial incentives for residents of the Lower Peninsula of Michigan to replace or retrofit inefficient, higher polluting wood-or coal-burning appliances with cleaner-burning, more energy-efficient heating appliances and technologies.

Starting on January 1, 2017, homeowners of the Lower Peninsula of Michigan that use older wood-or-coal burning heating appliances as their primary or significant heating source may apply for a rebate, depending on the type of replacement appliance.

How Trump Could Save Coal with Wood Pellets
Biomass Magazine
The use of U.S.-produced wood pellet fuel blended with coal in large utility power stations could sustain coal mining jobs, create tens of thousands of new jobs in another sector that is experiencing significant job losses-the forest products sector-and stimulate billions of dollars of new investment in new U.S. manufacturing plants.

By supporting the blending of industrial wood pellet fuel with coal in pulverized coal (PC) power plants, policy will lock in the need for PC power plants, therefore guaranteeing significant demand for coal. This well-proven strategy, which is already in place in many other countries, can provide certainty for the need for U.S.-produced coal for decades, and certainty for U.S. coal mining jobs.

Residues Climb as Wood Pellet Feedstock
Construction & Demolition
Wood pellet manufacturers in both the United States and Canada are increasingly diversifying their feedstock to reduce fiber costs and take advantage of scrap materials, according to an analysis by the North American Wood Fiber Review (NAWFR), published by Seattle-based Wood Resources International LLC.

A growing source of fiber furnish in both countries consists of sawmill byproducts and forest residues, together accounting for more than 80 percent of the total feedstock in British Columbia, Canada, and almost 50 percent in the U.S. South.

Town to Show Off Wood Pellet Boilers
Leader Herald, New York
An open house from 4 to 6 p.m. on March 14 will showcase the town's changeover to fully automated, high-efficiency wood-pellet boilers to heat municipal buildings. Attendees will learn how any building owner can get state financial incentives for switching to wood.

"This is a chance to see the technology, talk to installers and experts, and learn about state funding that's available," said Leslie Karasin, Adirondack project manager for the Northern Forest Center, which is headquartered in New Hampshire and Maine.
